Under the Texas Public Information Act, mugshots and booking records are classified as public information, making Texas one of the most accessible states for arrest record searches.

Under the Texas Public Information Act (Tex. Gov’t Code Ch. 552), arrest records—including booking photographs—are classified as public information. Law enforcement agencies across Texas are required to release these records upon request unless a specific statutory exception applies. This transparency extends to county sheriff's offices, municipal police departments, and the Texas Department of Public Safety, all of which maintain booking records that the public may access.

Texas has 254 counties, more than any other U.S. state, ranging from Harris County (Houston) with over 4.7 million residents to Loving County in far West Texas with fewer than 65 permanent residents. This vast county system means booking records are maintained by hundreds of individual agencies, each with its own procedures and online availability. The largest facilities process thousands of bookings per month, while small rural jails may see only a handful.

Major Detention Facilities

The scale of Texas's criminal justice system reflects the state's enormous population. The busiest booking facilities include:

  • Harris County Jail (Houston) — The largest county jail in Texas and one of the largest in the nation, with capacity for approximately 10,000 inmates. The Harris County Sheriff's Office processes the highest volume of bookings in the state, driven by the Houston metropolitan area's population of over 7 million.
  • Dallas County Jail (Dallas) — Operated by the Dallas County Sheriff's Department, this facility serves the Dallas–Fort Worth metroplex's eastern half. Dallas County has a population exceeding 2.6 million and processes a significant share of North Texas bookings.
  • Bexar County Jail (San Antonio) — The Bexar County Sheriff's Office operates the county detention facility serving the San Antonio metropolitan area, which has a population of over 2 million. The jail is one of the largest in South Texas.
  • Tarrant County Jail (Fort Worth) — Serving the western half of the Dallas–Fort Worth metroplex, Tarrant County's jail processes bookings for a county of over 2.1 million residents. The facility is operated by the Tarrant County Sheriff's Office.

How to Search Texas Arrest Records

There are several methods for searching booking records in Texas:

  • County sheriff websites — Most large and mid-sized Texas counties maintain online jail rosters or inmate search tools that display booking photos, charges, bond amounts, and arrest dates. These are free and typically updated within hours of a booking.
  • Texas DPS Crime Records Service — The Texas Department of Public Safety maintains the Computerized Criminal History (CCH) system. Public criminal history searches can be conducted through the DPS Crime Records Service website for a fee, returning records from across all Texas jurisdictions.
  • VINE (Victim Information and Notification Everyday) — Texas participates in the national VINE system at vinelink.com, which allows anyone to search for inmates currently in custody across participating Texas counties and register for notifications when an offender's custody status changes.
  • Open records requests — Any person may submit a written request under the Texas Public Information Act to a county sheriff's office, police department, or other custodial agency to obtain booking records, including mugshots.

Mugshot Removal and Expungement in Texas

Texas does not have a specific law requiring law enforcement agencies to remove mugshots from public-facing websites after charges are dismissed or a defendant is acquitted. However, individuals who meet certain criteria may petition for expungement under Chapter 55 of the Texas Code of Criminal Procedure (Tex. Code Crim. Proc. Art. 55). Expungement is available when charges are dismissed, the person is acquitted, or the statute of limitations has expired without charges being filed. Once an expungement order is granted, all records of the arrest—including the booking photograph—must be destroyed by every agency that holds them.

For individuals who do not qualify for expungement, Texas also offers orders of nondisclosure under Government Code Chapter 411, Subchapter E-1. A nondisclosure order seals the record from public view but does not destroy it; criminal justice agencies retain access for law enforcement purposes.

With a population exceeding 30.5 million, Texas is the second most populous state behind California. The state's population is concentrated in four major metropolitan areas—Dallas–Fort Worth, Houston, San Antonio, and Austin—which together account for roughly 75% of the state's residents. Suburban counties surrounding these metros, including Denton, Montgomery, Hays, and Comal, rank among the fastest-growing counties in the entire United States.
