How Bookings Work in Iowa

- Arrest and transport — The arresting officer brings the individual to the county jail. Iowa law enforcement includes city police departments, county sheriff's offices, the Iowa State Patrol, and the Iowa Division of Criminal Investigation (DCI).
- Initial appearance — Iowa law requires that an arrested person be brought before a magistrate within 24 hours (or the next court day) for an initial appearance. At this hearing, the court advises the defendant of the charges, their rights, and sets conditions of release.

- DCI Criminal History — The Iowa Division of Criminal Investigation offers name-based criminal record checks for $15 per search. Requests can be submitted online through the DPS website.

Mugshot Removal and Expungement
Iowa's expungement provisions are found in Iowa Code § 901C and related statutes. Iowa allows expungement of certain criminal records, including acquittals, dismissed charges, deferred judgments that were successfully completed, and certain simple misdemeanors after a waiting period. Once an expungement order is issued, the record is removed from public access, and agencies are required to respond to inquiries as if the record does not exist.
Iowa enacted additional reform in 2019 that expanded the types of offenses eligible for expungement. The state does not currently have a specific statute targeting for-profit mugshot publication websites, but individuals with expunged records can cite the court order as a legal basis for demanding removal from third-party sites.
Population and County Structure
Iowa's 99 counties make it one of the most county-dense states in the nation relative to its population. The majority of Iowa's 3.2 million residents live in and around the Des Moines metropolitan area (Polk, Dallas, Warren, and Story counties), the Iowa City–Cedar Rapids corridor (Johnson and Linn counties), and the Quad Cities area (Scott County). Many of Iowa's rural counties have populations under 10,000, and some have seen population declines as younger residents move to urban areas.
Dallas County, west of Des Moines, has been the fastest-growing county in Iowa for over a decade, driven by suburban development in communities like West Des Moines, Waukee, and Adel. This rapid growth has increased demand on the county's public safety and detention infrastructure.
