Ohio Mugshots & Public Arrest Records

Ohio has one of the strongest public records laws in the United States. With a population of approximately 11.8 million across 88 counties, the state processes hundreds of thousands of bookings each year through county jails ranging from the massive Cuyahoga County Corrections Center in Cleveland to small rural facilities in Appalachian Ohio.
Under the Ohio Public Records Act (ORC § 149.43), arrest records—including booking photographs—are classified as public records that must be made available upon request. Ohio's law is considered one of the broadest in the nation: any person may request public records for any reason, and agencies are required to respond within a reasonable period. The Ohio Supreme Court has repeatedly reinforced that government agencies may not require requesters to identify themselves or explain their purpose for seeking records.
Ohio ranks among the top ten states in total incarcerated population, with the Ohio Department of Rehabilitation and Correction overseeing approximately 43,000 inmates in state prisons. When county jails, federal facilities, and pretrial detention are included, Ohio's total incarcerated population exceeds 70,000 at any given time. The state's 88 counties each operate their own jail system, creating a decentralized network of detention facilities that process bookings independently.
Where Bookings Happen
Ohio's booking infrastructure is concentrated in its major metropolitan areas, though every county maintains its own facility:
- Cuyahoga County Corrections Center (Cleveland) — The largest county jail in Ohio, serving the Cleveland metropolitan area with a population of approximately 1.25 million residents in Cuyahoga County alone. The facility processes the highest volume of bookings in the state.
- Hamilton County Justice Center (Cincinnati) — Located in downtown Cincinnati, this facility serves Hamilton County's approximately 830,000 residents and functions as both a jail and courthouse complex.
- Franklin County Corrections Center (Columbus) — Serving the state capital and its surrounding communities, Franklin County is Ohio's most populous county with over 1.3 million residents.
- Montgomery County Jail (Dayton) — Processes bookings for the Dayton metropolitan area, serving approximately 540,000 county residents.
- Lucas County Corrections Center (Toledo) — Handles bookings for Toledo and surrounding communities in northwest Ohio, serving approximately 430,000 residents.
How to Search Ohio Arrest Records
There are several methods for looking up booking records in Ohio:
- County jail rosters — Many Ohio counties maintain online inmate rosters that display booking photos, charges, bond amounts, and arrest dates. The largest counties, including Cuyahoga, Hamilton, Franklin, and Montgomery, offer searchable online databases.
- Ohio LEADS — The Ohio Law Enforcement Automated Data System is the state's central criminal justice information network, connecting law enforcement agencies across all 88 counties. Access is restricted to authorized criminal justice agencies.
- Ohio Courts — The Supreme Court of Ohio maintains a case information portal at supremecourt.ohio.gov that provides access to court records across the state. Individual county courts also maintain their own online record systems.
- Ohio Attorney General's BCI — The Bureau of Criminal Investigation provides background check services. A WebCheck fingerprint-based background check costs $22 for the BCI check and $23.50 for the FBI check.
- Public records requests — Under ORC § 149.43, any person may submit a written request to any county sheriff's office, police department, or jail for booking records, including mugshots.
Mugshot Removal and Expungement in Ohio
Ohio does not have a specific law prohibiting the publication of mugshots or requiring their removal from third-party websites. However, the state has a comprehensive expungement framework under ORC § 2953.31 through § 2953.61. Eligible individuals may petition the court to seal their criminal record, which prevents the sealed records from being disclosed in most background checks. Ohio expanded its expungement eligibility in recent years, allowing sealing of certain felony convictions that were previously ineligible. Once a record is sealed, the associated booking photograph is also sealed from public access at the originating agency.
For records that have not been sealed, mugshots remain public records under Ohio law. Individuals who wish to have their booking photographs removed from third-party websites must typically contact those sites directly, as Ohio law does not currently compel private entities to remove lawfully obtained public records.
Population and County Structure
Ohio's 88 counties span a wide range in population and character. The “Big Eight” urban counties—Cuyahoga, Franklin, Hamilton, Summit, Montgomery, Lucas, Stark, and Butler—account for roughly half the state's population. Meanwhile, rural southeastern Ohio counties like Vinton, Noble, and Monroe each have populations below 15,000. This disparity means that the volume of booking records varies enormously from county to county, with urban counties processing thousands of bookings monthly while the smallest rural counties may process only a handful per week.
